Johannesburg: With the newly launched plan of modernizing the delivery of essential government services, the government aims to ensure that conducting administrative tasks with the State is easier for citizens. This will be achieved through the Roadmap for the Digital Transformation of Government, which sets out a focused plan to modernize the delivery of government services through investment in digital public infrastructure.
According to South African Government News Agency, Minister of Communications and Digital Technologies, Solly Malatsi, announced on Monday that the roadmap marks a shift from a fragmented past towards a unified, people-first, whole-of-government approach. He emphasized that the initiative is not merely about using technology to improve existing processes but represents a transformative vision to reform the way citizens interact with the government.
The roadmap will be implemented as part of Operation Vulindlela Phase II, focusing on implementing reforms in three new areas, including d
igital transformation. These digital reforms aim to enable all citizens to access seamless government services through a single trusted platform, driven by improvements in identity verification, real-time payments, and data exchange.
Operation Vulindlela Phase II is a joint initiative between the Presidency and National Treasury to accelerate the implementation of structural reforms to enable economic growth and job creation. The Digital Transformation Roadmap will focus on four catalytic initiatives: a Digital Identity System, a Data Exchange Framework, a Digital Payments System, and a single, zero-rated Digital Services Platform.
Minister Malatsi highlighted the collective impact of these initiatives, which aim to achieve a vision of an inclusive, secure, and people-centered digital government. He stressed that the roadmap is about efficiency in government and equity for people, designed to reduce inequality in access to services and address barriers to opportunity.
To ensure alignment across government
departments, the President has appointed an Inter-Ministerial Committee (IMC), chaired by Minister Malatsi, supported by an Inter-Departmental Working Group. Additionally, the Presidency is establishing the Digital Service Unit (DSU) to coordinate the government-wide effort to modernize services, led by South African tech entrepreneur Melvyn Lubega.
Lubega, a globally recognized technology pioneer and co-founder of Go1, brings extensive experience advising governments on digital transformation programs. With this initiative, the government aims to enhance trust, dignity, and inclusivity, ultimately creating a more resilient South Africa.
