WASHINGTON (Reuters) – The U.S. Special Envoy for the Horn of Africa said on Tuesday that “nascent progress” toward getting all parties to Ethiopia’s conflict into negotiations on a ceasefire risks being outpaced by an “alarming” increase in military operations.
